How the Budget Stops California from Setting North Carolina’s Transportation Policy

  • North Carolina’s no-more-stringent law forbids state environmental agencies from imposing stricter environmental regulations than required by the federal government
  • In 2022, as per his agreement with California Gov. Newsom, Gov. Cooper issued an executive order to have the state DOT (not an environmental agency) develop and implement a “Clean Transportation Plan” for “transitioning” North Carolina to zero-emissions trucks and buses and calling for half of all vehicles sold in the state by 2030 to be electric vehicles
  • A provision in the budget stops state agencies from adopting or enforcing emissions standards for new vehicles and mandating sales and purchases of electric vehicles

An unheralded policy change in the recently passed state budget would prevent unelected state bureaucrats from dictating or restricting people’s vehicular choices.  Legislators have placed a separation-of-powers roadblock against executive overreach by Gov. Roy Cooper and his administration.

Cooper creating NC Climate Action Corps group

RALEIGH, N.C. (WNCT) — Governor Roy Cooper is announcing the creation of a climate task force that will be working within the state.

In a media release on Wednesday, Cooper’s press office said the governor has announced the move through the NC Commission on Volunteerism and Community Service, a division of the Governor’s office.  VolunteerNC, has secured funding to create the North Carolina Climate Action Corps as part of the Climate Action Corps National Expansion Pilot through the California Volunteers.
