Yes, all members of a committee have the right to vote regarding the removal of a particular member, including when it is himself which is the subject of the vote!
Opinion Issued by NCGOP (Plan of Organization Committee) July 15, 2026
For about four months several ex-members of the Person County GOP Executive Committee have been attempting to remove Chairwoman Lawrence from office. On June/4th these ex-members had a meeting, and they had a vote during which they refused to include the vote cast by Chairwoman Lawrence. On July/15th the North Carolina GOP Plan of Organization Committee issued an “Opinion” saying the vote cast by Chairwoman Lawrence had to be counted.

Yes. All elected officers, including the County Chair, are voting members of the respective Executive Committee, as defined in Article III.A.1 of the 2024 NCGOP Plan of Organization. [...] Therefore, if the elected officer is a member of the respective committee, the elected officer has the right to vote on the matter of removal.
Consequently, the meeting held on June/4th was not done properly, and is therefore VOID.
